2Ki 23:27-28
The Lord said: I will also put away Judah (in the same manner as Israel: cf. 2Ki 17:20, 2Ki 17:23) from my face, etc. ויּאמר expresses the divine decree, which was announced to the people by the prophets, especially Jeremiah and Zephaniah.
