Who or what is this?

Riblah is a city in the land of in the Orontes valley of , serving as a strategic military headquarters on the route between and . bound King Jehoahaz of there after the battle of and imposed tribute on Judah (2 Kings 23:33). of later used it as his field headquarters, bringing the captured King before him at Riblah where Zedekiah watched his sons slain before his own eyes were put out (2 Kings 25:6–7; 39:5–6). It also served as a northern boundary marker in descriptions of the promised land (Numbers 34:11).
