Who or what is this?

Heaven appears throughout Scripture in two closely related senses. As the sky or firmament it is the expanse God creates on the second day and across which the sun, moon, and stars are set. As the dwelling place of God it is the realm from which God speaks, to which is taken in a whirlwind, and in which the angelic host worships before the divine throne. The prophets and psalms regularly speak of God looking down from heaven upon the earth, and the New Testament describes it as the Father's house to which ascends after . In apocalyptic texts — , Revelation — heaven is the backdrop for throne visions and the cosmic conflict between good and evil.
