Who is this?

Priest descended from and skilled in the Law of who travels from to under with a royal commission to teach Torah and order temple worship. He fasts and prays beside the river for safe journey, then confronts the community over intermarriage with the surrounding peoples in a long penitential prayer. Together with he leads the great public reading of the Law from a wooden platform in Jerusalem, with the explaining the sense so the people understand.
